Sorry, these are the rules.  And it isn't tiny anymore.  We got around 200 
entries this year.

It doesn't matter if we're the only one requiring it.  We are still liable 
as an organization.

Listen though, you've done this several years in a row, so you know that 
we keep making it ridiculously easier.  People whined that they couldn't 
be bothered to put a stamp on a letter, so we looked into faxes and 
e-mailing of scans.  People complained that they didn't like to write 
checks, so we added the PayPal.
