Hadn't thought of it. From a technical side, the heck with OCR... the AGA put out the magazines, the AGA (presumably) has the original source to everything. A quick translation to HTML, and there you go. However, in thinking about it for a minute, I suspect there would be problems with some of the articles because of the arrangements with the authors. For instance, reprints from Dupla or Christel Kassleman's articles. I suspect they would not take kindly to having their works redistributed on a CD-ROM.
