First, James says that "It must be kept in mind as well that the Copyright of 
all images remains with the individual entrants and while the AGA can publish 
them, (with attribution), it would be necessary for anyone else to obtain 
permisssion from the indivdual entrants as well." 
It seems to me that Gomberg would have to get permission and probably pay the 
entrant for publishing them in his magazine.

Second, Dave does not need the photos until after the judging is complete. Then 
the knowedge of the winners can be considered in the selection (and 
identification)of the selected photos. The winning entries may or may not be 
the best publication quality images. So far, the printing quality in TAG is 
atleast as good as the quality in PAM, so we may even want to publish the 
winners in TAG and give him the other ones that will print well to pick from.
