If you think there may be many more of these, maybe we
should put a note on the contest entry page? If it's only a
few, then it's not worth changing the page.

In case a note is appropriate, I offer the following draft
text. I'm sure you can come up with something more succinct
but I didn't want to make a suggestion and just say, "Here,
you do it all."

"We regret that Paypal does not accept credit cards
payments from all countries. Unfortunately, at this time,
using credit card clearing houses other than Paypal will
cost the AGA more than the amount of the contest fee. If
you want to enter the contest but are unable to use Paypal,
we suggest that you send cash along with your photo release
form. We apologize for the inconvenience and continue to
search for better means of serving our members and
patrons."
