I personally don't see the harm in giving just a list of names. Heck, let's post it on the web site. "Hey! Edgar Smorgasborg is going! I want to go too!!"

If he wants to contact people to ask them to attend that is usually a good sell (in our case). I have had good success with local petshops. A lot of the shops in Richmond, VA & VA Beach did not really know about it and are eager to help get the word out.
