I have a fish tagger, kinda like a store tag gun, inserts a small plastic 
anchored 'string' that identification can be hung on.

Already covered the badge part. Working on the gun that shoot these
badges out and sticks them onto people. I may just endup with a stencil
and a can of spray paint.
