I don't know about right or wrong -- I'll let the
politicians wax on that issue. But re the law, it's not a
question of legal, just a question of getting caught. 

Unfortunately, being non-profit is not an exemption, only a
formal determination or certification of exemption from the
taxing entity (state or fed) counts as an exemption from
that entity's taxes. In VA, exempt or not, registration is
required. The tax code is pretty clear about that as have
been the three diff sources I've contacted at the VA Dept
of Taxation.

The AGA Convention has SOLD OUT of rooms at the special discount rate.

Contact hotel directly (703)920-3230 for other hotel discounts possibly 
available -- ask for the "leisure rate" of $119 per night.  The generic 
reservation line may not offer the "leisure rate."

The $59 registration rate increases on October 28th to $79.
