It all depends on how public friendly we want the site to be. I'm staff on a couple sites that are fairly intolerant of offensive/flammable material when compared to a place like APD. Usually a post will be "edited for content" and the public is asked to keep things on the up and up for the duration of that thread's discussion. If the user is habitually problematic they'll be booted. Two of the sites have an archive for pre-edit copies of the offending posts as a butt-cover.

I'm personally in favor of strong moderatorship and a PG rated code of behavior. Aquariums are a family friendly hobby and we should keep our site that way. One thing I would like to avoid on our site that I see on a lot of others is a sub-forum specific moderator(s). We would be better off having a contingent of global moderators that take care of the whole site.
