I think it is necessary to tell potential volunteers what the project is. 
But I would not say "we're setting up a forum."  Rather, "we are 
considering setting up a forum and lining up our volunteers as part of the 
proposal".  I don't think there should be any worry about offending 
people.  Actually I think it would be GOOD for news to get back to folks 
that we're seriously working towards that end.  Might even bring out some 
volunteers from the woodwork.

I can set up a separate list for volunteer communication if you like.
