It always makes me nervous when the "experimenter" has formed strong conclusions prior to the actual experiment. We don't need to deny or endorse; we really have nothing tangible to go on. I think we should just keep replying simply with, "Draft a proposal describing purpose, test hypothesis, and the protocol, and the Board will review the proposal." My personal guess is that he'll never write up anything decent because he hasn't a decent experiment in mind. Just watch plants grow with a bunch of diff bulbs -- egads! People have been doing that for years. Scientific?
