Greg suggests that he does the initial screening, then he and two other 
judges will pick the winner. It shouldn't be hard to find two other 
judges that aren't us.

It needs to be clear what the criteria are

TAG would print a solicitation for the stories, so i would gather them 
and send them along to Greg, I guess.
