In terms of "flat", I was thinking more along the lines of including the shipping PER item. i.e., individual TAG or PAM - $3 extra; APH $7 extra; etc. Then I could have the website show two options for each purchase, the domestic and foreign.
Maybe we could get someone on the management committee to calculate a ballpark cost to ship each of these types of items.

The best way I can see is to have a fixed price for foreign orders for EVERYTHING, so they have to select one or the other. I think it was left the confused way because Diana preferred to calculate the shipping based on the total order. But if you could figure out a simple flat rate that covers most/all countries, then we could just allow them to pre-select.
