The photo release must be mailed.  Don't worry too much about the deadline 
regarding the release (and I stress, ONLY, the release!  You still need to 
have the rest of the entry complete on September 15th, or else the judges 
won't be able to evaluate it.).

But all you need it to print it and drop it in the mail.
