Prop 01-03: Appoint Karen Randall TAG editor/chair

See, this is why I don't want to be president any more... Figuring we had
a nomination, a unanimous vote of support from Neil and an acceptance by
Karen of the nomination... I thought that was good enough.  But got two
e-mails telling me it's not official.  OK

need to get going with putting out names for the new TAG Editor. I

I think we had a second from Neil, so this is now Prop. 01-03.
