I've been very busy the last couple of days, so I know I still owe you a
response to your message yesterday.  However...

While it's more than one page, the AGA has always had permission to use my
school tank "recipe".  I give that out to just about anyone who asks for it
for non-commercial use.  If you want to copy that and include it, it's fine
with me, and covers all the basics.

As far as pricing is concerned, I wouldn't want to undercut our prices, but
as long as we can get a little more than our cost for PAM, I'd leave the
stores the room to make a little money on the deal.  I think it's an
EXCELLENT opportunity to reach hobbyists that we couldn't otherwise.    I'd
be in favor of offering the same deal to any retailers anywhere who wanted
to do it.

What about asking them to buy something like 10 sets for just over cost?
(they wouldn't even need to be complete sets... we could make them up of 4
of the issues we have the most copies of)
