Dues Raise Proposal

We'd talked about raising dues to $20/year, but as we never talked about 
Foreign rates or multi-year subscriptions, I thought I'd take a crack.

Looking at the existing structure, 3-year memberships get about 10% off. 
Looks like foreign memberships are about $12-13 more than domestic -- 
hopefully that still pays the price of the mailing even with our new 
mailer.

Here is my first cut at a new dues structure:

        US/Can/Mex              Foreign
1       20                      33
2       38 (19/yr)              63 (31.50/yr)
3       54 (18/yr)              90 (30/yr)

I propose, that after settling on exact amount, that we implement these 
dues either January 15th, or February 1 (if we're not ready by Jan 15th).

For reference, here is the existing dues structure:

3       40 (13.33/yr)           75 (25/yr)
