I fully understand that Mr. Amano is not trying to limit the ADA contest to only an elite few.  But that is the impression U.S. aquarists have developed on their own.  Hopefully, together, we can break that image!
 
I have forwarded your letter to our board, since, of course, I do not personally have the authority to give you permission to include our contest entries.  But I think that if you are willing to contact the entrants for their permission, at least we don't have to worry about the legal aspects!  I will let you know as soon as the BOD makes their decision!

    Thank you for your e-mail. We would like to have all of the contest entries. If it is bothersome for you to ask permission from the entrants, I will make a contact with the entrants, if you provide us the entrant information.
 
We have introduced your contest on AQUA JOURNAL before, and many Japanese aquarium hobbyists were saying that they wanted to see many layout produced by AGA members. Mr. Amano thinks it is not matter of "good enough", but the contest is the place many hobbyists show their layout people to other people.
 
We consider the planted aquarium hobby does not spread to more people if the hobby is for only handful expert's hobby. In this sense, we consider the contest is only way people could show their aquarium.

I have forwarded your request to our board.  I think it might be a good idea, but I need to find out whether we can do this legally, without first obtaining permission from the entrants.  Also, please remember that although we are based in the U.S., AGA is an international organization, and many of our entries are from members in other countries. (I recently did a poster to promote the AGA and wanted to include flags from our members' countries.  I was astounded to find that we have members in 37 different countries!!!) Would you want all of the contest entries, or just those submitted by people in the U.S.?
