GWAPA and AGA2K4 -- a few coments

We're so close to the time when the proposals are due, and
they're still working hard on certain numbers -- they might
not turn in a draft.

I saw a preliminary copy about a week ago and gave
comments. It was at that point a bit sparse on details and
supporting info, basically using Larry's numbers times
1.25.

I expect to hear from Dotson again this weekend for an
update.

Are the other contenders definitely not contending?
