Oh, I forgot to say that I did double check with GWAPA: 
Yes, GWAPA is proposing a 50/50 split of the net. Further,
they expect to fund expenses out of their own treasury, if
necessary before AGA2K4 revs are adequate to cover them.
I.e., they are not looking for any up front money from AGA.
