Printers I've dealt with (financial printers) always were required to deliver a certain number of copies. What they had to do to get to that number was their business. That business would include some missprints, miss folds, and often some extra but perfetly decent copies. But like I said, we just told them what we wanted, not how to get there. We just gave specs, tooks bids, and awarded contracts or jobs accordingly. This is the first time I have heard of "we'll print roughly the number you ask for."
