As far as I'm concerned it doesn't need a vote.  These are on-going AGA
expenses.  As Scott intimated, for those of us who have only occasional
expenses, I think it is reasonable for us to pay up front and ask Scott for
a reimbursement.  In your case, however, it seems unfair to put you in the
position of regularly floating loans for AGA.<g>
