My understanding ahead of time was that Amano meant for EVERYONE attending the conference to get some, sort of part of the goodie bag thing. It was only when we saw the HUGE quantities that he started also giving away 6 with each of the books. (Actually, if we look back through the archived advisory group e-mails, we will probably find the one from Tomoko explaining his intentions) NOWHERE do I remember seeing anything that suggested that these were to "belong" to any particular organization in perpetuity. With that in mind, I think giving a set to ANYONE who helped out at the conference is probably one of the fairest ways of dealing with them... as well as one of the best ways of ensuring that people volunteer in the future.
