Thinking about it a little more, the best I can figure is
he (they?) took an offer of help as a condescension. And
that, I hopefully presume, is in large part a reflection of
all the organized work they have done so far, which has
produced a justfied pride in the excellent plan they've
developed and the document they are drafting.
Oh, crud, what happened to my cynicism?
