My understanding is the limit is the number onthe tour. So the answer would be 
no unless two cancel, correct?
I guess that allwe can tell them is that the tour number is limited and 
attendance would be posible only if two currently enrolled decide to drop out.

Hey, our first "alternates" on the field trip.  I would say if we have a 
couple tickets left because nobody from SFBAAPS offers a van, offer them 
to those at half price or something.  But we won't know until right before 
the trip.
