Not long ago there was a discussion about dropsy. It is one form of it when
the scales protrude on the side of the fish. The "popping out eyes" can be
another form of appearance of the same disease. I think the great majority
of these symptoms caused by bacterial infection. When the popping out eyes
appear, again, it is to late to treat the fish (or to have perfect
recovery). So, sorry to inform you about the bad news.
Once I managed to turn back the situation with interesting results: The
popping eye as a phenomenon disappeared and the fish survived, but the
desease caused permanent damage in the organs of the fish, and in case of
water change, from time to time, the popping eye appeared for a while. So
the fish remained highly sensitive to the environmental stress.
