You will need a Fish and Wildlife permit regardless. There is a chance that
if you bring just a few pairs (3 or 4) customs will not report to F & W
when you enter the U.S. but be prepared to leave the fish at the airport.
If that happens, act as if you don't know you did something wrong and beg
and beg and beg.
I also believe that you will need a Certificado Zoosanitario to get the
fish out of Brasil.
