I'd think that would depend on what you're importing them for.  I'm sure 
for commercial use the rules would be very different.  When I moved to 
Montreal (from Vermont) and then back, I brought three of my tanks with 
me, along with fish I was raising at the time, and there was no question 
concerning the dozen or so fish I had with me in either direction.
