I think, especially with our next meeting so close, (but regardless) that we should not limit the participation to those who have and make daily use of email access.  True, depending on how many people come to the meeting, you may actually hit more people online than at the meeting, BUT everybody will have had the opportunity to come to the meeting - and that's what we want to promote (imho.)
