Actually, I think it's probably Steev's job, after he's generated a label 
set.  If the "Purge lazy members" thing isn't clicked, then non-paying 
members never get inactivated, and still receive newsletters.

Likewise, it is also Steev's responsibility to click on the "Reset 
new/renewals" after printing a label set, so that it doesn't always say 
"New, thank you!" on the labels.
