[GSAS-board] E-mail list file size uppage + disable attachments directly

I would like to propose to the board that we change the setting on 
gsas-member to turn attachments int archive links, and at the same time 
change the attachment limit to 2MB per e-mail.

1. I can test it out on this list first.
2. It's reversible.

Perhaps a good time to discuss the topic would be at the board meeting 
next week, same time we talk about the torrent/archive thing?
