For a 20#, that seems about right.  I picked up a 10 or 15# tank at a fire
extinguisher place (AA Fire and Safety) for $99, tested and filled.  The
thing to be careful about is that sometimes a "bargain" tank is not so
much of a bargain when you have to get it certified and filled... adding
$25-30 to the price tag.
