Is that because of risk? I know hot lights can explode if water is splashed, and some DIY fixtures for VHO or HO retrofits have been catching fire in the endcaps... They may have good reason in terms of liability for this. Personally I rule out products that explode or catch fire as the deductible on my insurance is greater than the cost of a UL listed appliance :)
