I think the best way to reduce water use is by reducing intake of beef. According to Earthsave, it takes over 50 gallons of water per pound of beef produced as I remember, mostly in washingout all the manure in factory farms.
Actually, the number I found online was *2500* gallons of water per pund of beef, which I find more believable than 50. Depends on your source. Another comment there was that if the beef manufacturers water prices weren't subsidized by taxpayers, beef would cost $89/lb.
But, we're digressing into eco-politics and I don't want to go there. I still am convinced after keeping fish off and on for 40+ years that water changes are key to happy fish and a successful breeding program. I, too, have seen 3 year old killies in mason jars that never got water changes. They didn't breed, and frankly didn't look too great, but they survived.
