If I recall correctly, I believe there were some cold water marine  
enthusiasts over at Reef Frontiers.

Here's a (not so recent) thread with pointers to others who have or  
are considering Puget Sound   Reef tanks.

Way way way back in the day (when I was a  pre-teen) my father set up  
an observation tank for my bother and I. We lived in Friday Harbor  
right on the water... we'd go fiddle around in the tide pools and  
bring critters home to view for a day or so. But, we always released  
them back into the pools.

Not helpful, but I thought you might appreciate the cuteness.
Are you thinking about a chiller setup? Holy kizzow, those are  
expensive. =]
