I think the film on the surface is a combo of dust, waste organics, and a type of mold that grows on it. One good way to remove it is to use dry newspaper and lay a sheet over the surface and slowly draw is across and out of the tank. Do it several times with fresh paper. You can also use a plastic container and place the rim just below the surface so you skim off surface water.
