In the formula MgSO4 . 7 H2O, the 7 H2O refers to actual molecules of water bound to each formula unit of MgSO4. These compounds are called hydrates. The crystals look and feel dry but the water is locked into the crystal. If you heat a measured quantity of hydrate and then mass the anhydrate, it will have a lower mass because the "water of crystallization is driven off.
