How high is the light suspended, and how much growth are you looking for? It seems like most substrate-rooted-stem-plants I've had will eventually grow up out of my aquariums and start showing off their non-submerged forms if ignored long enough. Elodea and Cabomba flower pretty easily if left to their own devices. My elodea flowered pretty close to the water's surface, and the cabomba was actually sticking up out of the water a few inches. Water hyachinth doesn't exactly meet the requirements, but it does hang it's roots down in an impressive display (*great* cover for fish breeding), and send up very pretty flowers up to 6" or so off the water surface (and I've found it to be a better water filter than 90% of the plastic junk sold in petstores, if you have the lights to keep it going). I guess now's kind of the wrong time of the year, but if you're looking for something with some serious vertical growth for a display, I'd probably just try to find some tall emersed or hardy marginal plants that suit your taste at a local nursery. Molbecks, Sky, and Hayes should have tons of this kind of stuff. There's also a koi/landscape place on the way to steven's pass (on the way to monroe I think) if you ever make it out to bfe...some incredible example ponds (when in full swing). I think they have another location in Redmond, but have never been there. I was there a few weeks back and they had several kinds of emergent flowering plants (that were in full flower), but they were bigger than I wanted to put in a 10 gallon.
