I agree with Hiro, I have Cherries in 5 or 6 unheated tanks that get down
into the low 60's at night. They're not as prolific as they are in my
heated tanks, but they still reproduce.

Outside of the cherries, maybe some gammerus

(http://youtube.com/watch?v=Ye3Dpheijjg), or triops
(http://youtube.com/watch?v=jsqiYxGEdnI)?  Pretty much any fish would pick
off the gammerus and fairies, and triops might be able to pick off fish.

As far as fish go, I think guppies, bettas, and white clouds would all
survive a one gallon unheated tank if it had plenty of moss?
