Well I certainly have heard rumors of flooding from external filters but I have never actually seen or read of it happening to a specific individual. That being said, I don't think it happens very often, and if it does happen then there is probably some user error involved. Looking at my Filstar, it would be really hard to make it leak and flood my house. there just isn't an easy way to break it and make it leak. Just think about this: If these things were that cheap and breaking all the time people would be filing lawsuits against the manufacturers.
