Hi Matt-
I cant help you with the plants, but with the filters I can somewhat. I have a 
30 long and also a 20 long...with both of them I use internal Fluval 
filters...cost isn't bad, if you got to Petsmart.com print out their price, 
then you can go to the store and get the oneline price. They are easy to clean, 
and are extreamly quiet!!! And they keep the tanks very clean! I am not big on 
the hang on filters, to loud for me....I like my tanks to be quiet. I also use 
an internal fluval on my 40 gal and also an extra on my 55 gal. Both of these 
tanks are stocked with goldfish, and we all know how dirty they can be.

For my bigger tanks 90 and 125,I also use Fluval filters, but the large 
cansiter type. And I like those as well.
