As a novice grower, this is what I would like.

Clear guidelines as to what points are awarded for what plant

Clear guidelines as to what is considered actually propagating a plant and
how long it has to stay alive to count  =)

I think an honor system is good enough.  Validation will make it hard for
the HAP organizer and, really, if someone feels they need to lie, are we
really going to try and stop them. No fun.

Some sort of rating system based on points accumulated.  Like with 80 points
I move from being a novice to a propagator level but with 300 points become
a Farmer...or something fun and cheesy.

I would also like a single, available contact person who will make judgment
calls on the gray areas and clarify.

Finally, I would love there to be a woven patch or something for a master
farmer or gardener at the top level.  Something cool to strive for.  I shoot
clay targets with my shotgun and when you finally get a perfect 25 out of 25
you get a patch.  It may take me 10 years but I am gonna get and frame that
patch.  I would like that for aquatic gardening too...and would be happy to
help design it and find someone to make 50 of them for us to use over the
years.
