Little bumps like that could be Carp Pox, but with inflammation like that there 
is most
likely a parasite involved (if the water quality is not to blame). You should 
look at a
light skin scraping under your microscope (I recall that you have one) and see 
if there
are any skin flukes. If not then it is probably a protozoan, and you should add 
another
1 lb of salt per 100gallons. You might even want to follow that up with a third
addition of salt later.
