From what I understand penguin tetras aren't exactly surface obligate fish. But more midwater to surface dwellers. Any fish that is under 'excessive' pressure is going to want out of a tank and will jump if it can (this is even more the case with surface obligate fish). It would probably be a good idea to find a way to cover your tank (door screen, netting, cutable-non-toxic plastic, etc.,). If you had the time/money maybe a larger/taller tank? If it were my problem I would go with a smaller/less aggressive cichlid. There are many (apistogramma, Cleithracara, nannacara, rams?). Surface dwellers would be: Danio genus, Rasbora.
