I use Compressed Gas Western in Seattle for refills.  They refill my tank
(usually while I wait) but I do call first to verify they are not busy.
CO2 refills for tanks cost:  5#=$12.00; 10#=$16.75; and 20#=$20.25.  If the
tank is over 5 years old, or if it has been over five years since its last
hydrostatic test, it will need hydrostatic testing which costs $22.00 (tank
size does not matter).  . Compressed Gas Western does the testing for many
of the refillers in the area.
