In my tanks the considerations are A) what the room needs and B) what the 
plants need in that order.  I think the 4100K home depot bulbs are too brown 
but look fine when mixed with the home depot 6700.  For PC I like the 10,000K 
series for crisp white light light. In general I find that bulbs are cheap and 
mixing (front to back, left to right looks strange) gives the best results.

In going back to your origional question, 130W over 29 gal is on the high side. 
 On my 20 Long I run just 1 10,000K bulb (no CO2, no ferts) and all is well.  I 
suggest two timers with 1 lamp on early and the 2nd only during peak viewing 
hours.  You can also run a 6700K and an actinic for fish color if you desire.
