I kept a small bristlenose pleco, a colony of cherry reds, and a group of CPD's (galaxies) in a heavily planted 2.5 pico on my desk at work...they lived quite happily and both fish and shrimp reproduced several times. The 2.5's are nice because you can keep small plants with high light requirements under one daylight compact fluorescent bulb without destroying your desk space. (in fact, I still have a red one I "won" for losing the koi grow-out contest that I'd be happy to pass on if you're interested). I would highly recommend the Mini-terta filter on a tank this size. Great water movement, although I don't bother to run the media since the plants do that work for me. I just fill them full of alfagrog and wash them out every year or so when I do my water changes (if I remember).
