Yep, I agree this is your best (ie most likely to be successful) bet Kathy.

 

I am not sure where Issaquah creek is, but the creek/river that runs through 
Marymoor park gets fenced off to the dogs in the off-leash section due to the 
salmon runs at about that time, and that river seems like it would be plenty 
deep to dive in (and would be shallow enough for some decent lighting even if 
underwater?) at most spots you can see from the park.

 

I hope we get to see some of the resulting photos!
