I have the good fortune to have the Lynnwood Central Welding just down the 
street (196th and Aurora) that does fills and swaps.

Great service (open part of Saturday) and when they swapped back an empty 
cylinder, they upgraded to Al on the replacement tank.  They also carry some 
victor regulators.  They were also fair with the expired tank I won at an 
auction years ago.

If there is a site near Redmond give them a call Chad.
