Hmm, I _was thinking that an explanation could be that my biological
filter had been knocked out.  (IE, the free-floating algae doing the
job that the biological filter isn't doing? and explaining the stress
the fish are feeling)
If the city is putting more chloramine into the water lately, that
could have killed off my biological filter?  I have been doing the
usual, "bare minimum" amount of anti-chlorine/chloramine chemical,
added to the tank as I begin to fill it with 80deg water straight from
the faucet.
Conclusion: test for ammonia / nitrite / nitrate / pH, use more
chemical when doing water changes, possibly switch in another
sponge-filter from another tank.
