Shango the problem is just like Erik said the
emerged leaves can then have too much cover
for anything underneath it. Some people really
like them emerged and just keep them trimmed
occasionally and nothing else planted on that
end of the tank. For the plant itself it doesn't really
matter. If you keep the emerged leaves trimmed
the plant will tend to not put as many leaves up
to the surface.Happy gardening!
